You don't have to play the muted strums, but if you aren't playing with a drummer it helps keep the rhythm going and helps with your timing, plus at various times it sounds like mellencamp is playing muted strums. The guitar cuts out on the 2 of measure 2. I'm not sure this strum is exact but it's what I came up with after listening to the song and it sounds like the song.
